ElevenLabs vs Fish Audio: which AI voice tool for game dialogue?

Both turn text into voice lines and clone voices, through a web app or an API. ElevenLabs bundles voice, sound effects and music under one account; Fish Audio centres on training a clone of a voice you own and also publishes open weights. Neither free plan lets you ship what you make: both need a paid plan for commercial use.

Our verdicts

ElevenLabs

Text to speech, voice design, sound effects and music under one account. The free plan has no commercial license, so a shipped game needs at least Starter.

Fish Audio

A text-to-speech service where paid plans let you train a professional clone of a voice you own (about 10 minutes of audio) and reuse it across projects, through the web app or a pay-as-you-go API. The plan page's Free card lists commercial use, but the FAQ and terms say Free output is for personal, non-commercial projects, so budget for Plus. The terms let Fish Audio train on your content with no opt-out below Enterprise. Open weights also exist under a community license that allows commercial use only under $500K annual revenue.
